France, Luxembourg challenged over reduced ebook VAT rates

[It seems the EU does have some strict rules that it enforces. France
and Luxembourg reduced VAT rates on ebooks, and Amazon plans to or has
moved its European HQ there to further undercut brick and mortar. But
its plans may come undone if the Eu rules correctly and the two
countries obey!]
