Or not. Since I base the TOC in my ePubs to correspond to page and section
breaks, this would be counterproductive to my aims. But as I said, I usually
ignore widows and orphans in this type of ebook and only address it in PDF.
It's never steered me wrong before.

If your target is ePub or some other HTML-based format that
supports CSS, you might try adding

page-break-inside: avoid;
