Adult illustrated ebooks? How long will the ban last?

Ebay, Amazon, Kindle will happily sell the most scrofulous hardcover books with graphic covers and illustrations, but scrupulously rule against the same content for ebooks. I wonder what the dynamics are keeping this from happening and who is breaking the rules.
