This is about library lending, and the view is that of the Advocate 
General Maciej Szpunar of the European Court of Justice. The thing to 
note is the view that "commercial imperatives have always been put to 
the side when it comes to the importance of sharing information over the 
ages". I'm not sure that this statement has legs; copyright developed 
between the 1710 Copyright Act of Anne, and the creation of the Berne 
Convention in the later nineteenth century.

Generally, before that, books were either published by permission of 
kings, or printed in England and Britain by and under the ownership of 
the Stationers' Company members [printers and publishers] and with the 
permission of censors..In the UK and American Colonies the Stamp Act on 
newspapers in the mid eighteenth century led to protest - in the 
colonies adding to "American Exit" [cf Brexit] and in Great Britain 
eventually leading to the reality of "no taxation on knowledge" [VAT on 
UK ebooks is in violation of the principle].
