In an email circular today, over the signature of  Steven Spatz, 
President of Book Baby, was advice about copyright on lyrics. 
Unfortunately this covered only the position in the US and only for 
relevant US copyright holders.

In the UK and most other countries the full Berne Convention system has 
operated for many years - in the UK since the mid-nineteenth century, 
for early Berne signatories since 1878. Under that agreement copyright 
was set at life plus 50 years, recently (1998) increased in most 
countries to life plus 70 years.

Unless you are certain a lyric is by a US lyricist, and was published 
before 1923, you need to check the copyright position. It is within 
possibility [though it would be rare] that a lyric written in the UK in 
1867 could be within copyright! Realistically there could be many lyrics 
written before 1923 that remain in copyright. Bear in mind that many 
lyrics come from the era of UK Music Hall, which lasted into the early 
years of the 1900s and lingered for decades after.
