From the FT's email "Brussels Briefing". I've been reading a lot of
objections to this piece of proposed EU ruling, over quite a period. It
seems the issue is far from settled, though it may be voted through by
the current European Parliament. Afterthe election in May that body will
likely be very Eurosceptic, leading to problems for the EU [and there
are plenty of other problems coming up for that body].

One of the most divisive questions to have gripped Brussels for the last
three years reaches its denouement today. MEPs in Strasbourg will vote
on whether to approve the EU's first update of copyright rules in more
than two decades.
Lobbying has been intense to the end over a proposed directive which has
pitted tech giants against creative industries – and divided internet
freedom campaigners against traditional media.

Wikipedia last week blacked out its websites in Germany,
Denmark, Slovakia and the Czech Republic in protest against the planned
changes. It says they would hinder internet freedom by imposing upload
restrictions for users on YouTube and other content platforms.
In Germany, 150,000 demonstrators turned out at dozens of rallies over
the weekend in a push to convince legislators to scrap the directive's
most controversial element, which seeks to impose stricter liability
requirements on tech platforms. Opponents claim smaller platforms will
be disproportionately hit by this "Article 13" requirement, as they
don't have access to advanced screening filters.
A group of cross-party MEPs will today make one last push to get Article
13 scrubbed entirely from the final text.
But the numbers might just be stacked against them. The EU's three main
political groups (centre-left, centre-right and liberals) last night all
urged their MEPs to vote in favour of the draft. The FT breaks down

The contest has a significance far beyond the tech and publishing worlds.
It has become a symbol of a wider battle over "fairness" in Europe.
Supporters see it as part of a Brussels effort to protect traditional
industries from deregulated "wild west" capitalism. Opponents argue
the legislation will end up doing more harm than good, stifling the EU's
ability to innovate.
The politics of copyright also cut across generations and
governments. Denmark's Margrethe Vestager and the Netherlands' Frans
Timmermans – both candidates to replace Jean-Claude Juncker as European
Commission president – have remarked that young people in their native
countries know little about the EU, but definitely know that they don't
like Article 13.
On the other side, Emmanuel Macron's French administration is desperate
to see the directive passed to notch up another victory in Paris's push
to forge a Europe that "protects" its industries.
Germany's domestic politics meanwhile has been split by the copyright

Whatever the outcome in Strasbourg today (the vote is at 12.30pm CET),
the copyright wars are unlikely to end here.
If MEPs dump the text, it is likely to be revived by a new set of
policymakers after May's EU elections. Should it pass, lawyers are
already gearing up for a barrage of challenges – and clarifications from
the EU's top judges about how copyright's grey areas should be enforced.
