there may be some sense in what kofi annan is saying. i have long felt that the state making use of technology expensive is essentialy not only counter-intuitive, its also counter-productive. similarly, state promoting pdas that can be had for much cheaper elsewhere and the information technology minister talking about turning to protect the nationally made pda are against the spirit of addressing the issue rationally.
