[Interesting report that claims new protocols are needed to be developed for
the Internet to address, routing , spam and virus issues.  However, the
report claims there are significant inter-dependencies between protocol
reform and governance. Governance reform with respect to interplay between
IETF, IANA, ITU, W3C and WSIS must be addressed in parallel with protocol
