[There have been several good articles lately on the value of carrier
neutral exchange points and community fiber networks.  Of particular note is
the CityLink service in Wellington New Zealand.  In a recent article in
Linux journal there is a detailed description of how a private company
-CityLink - has partnered with the city to build a city wide dark fiber and
Ethernet network throughout Wellington. www.linuxjournal.com/article/8265.
Citylink also operates the WIX - Wellington Internet Exchange which allows
ISP and individual businesses and other organization who have purchased
fiber to directly peer with each other. The Citylink WIX is a distributed IX
and one of its key feature is that is allows user to purchase low cost
routers using Zebra on Linux rather than expensive commercial high end
routers.  With the recent announcement by the Government of New Zealand to
fund a number of community fiber networks, New Zealand should be well
positioned to be a world leader in this area.

Another good example of a similar strategy is the Transit Exchange Points
that BCnet is deploying in communities in British Columbia Canada. BCnet is
working with several communities to build out community fiber networks and
then encouraging user to interconnect to local ISPs at carrier neutral
Transit Exchange Points rather than back hauling their traffic to major
peering points several hundred kilometers away.  See

The ITU has also recently published a paper, based on some original work by
International Development Research Center in Canada, on the advantage of
Internet exchange points for accelerating the deployment of the Internet in
third world (and first world) countries.

Finally a recent article in Lightreading shows that carrier neutral exchange
points have considerable more advantage than the simple exchange and peering
of IP traffic.  They are also natural locations for direct VoIP peering and
other higher level interconnectivity.
