[While this is an interesting development in terms of FTTH it makes me
nervous in the fact that it is rumoured that France Telecom will be tasked
with the deployment of the fiber and it also sounds like another Minitel
fiasco.  Two decades ago France led the world in videotext with a similar
national vision - while at the same time some boffins in the US were working
on some obscure technology called the Internet. One technology was driven by
politicians, the other was driven by grass roots users. Guess which

Below is  translation of a recent article in the quite
serious Franch newspaper 'Nouvel Observateur' on the
speech of French President Jacques Chirac at aNew 
Years reception in Elysee Palace.

The President announced his ambition and strategy to 
ensure that France will be "one of the most advanced 
nations in digital technology" and defined his "strategy".

Next to digital HD TV, mobile TV a cornerstone of this 
strategy is that in all of France fiber will be deployed.

A day before Paris Mayor Bertrand Delanoe allready had
stated his ambition that in all of Paris FttH will bedeployed.

Apparantly in France very high speed internet and FttH are 
now above political debate in France, as the Paris Mayor 
belongs to the Parti Socialiste, which on national level is 
in opposition to the ruling party, to which Mr Chirac belongs.

Jacques Chirac wants to make France "one of the most 
advanced nations" in the digital age

PARIS (AP) – Thursday French President Jacques Chirac stated his ambition to
make France "one of the most advanced nations in digital technology" and
defined his "strategy". "We must be pioneers in the development of digital
television and of technologies with very strong potential", he declared at
the New Year speech at the Elysée. He thus wants "to develop a high capacity
access to wireless internet  and to deploy between now and mid-2007
television, on wireless as well as in high definition".
Jacques Chirac gave himself as a "goal" to move all the French "from
analogue television to digital television, and that in a progressive way and
within five years". 
A "mission for the digital coverage of the territory" will be installed for
"that none of our fellow-citizens remains without the benefit of the
digital". And "as of this year, full-scale tests will be done in certain
areas". 
These evolutions suppose an adaptation of the legal framework: "a reform of
the 1986 law on the au-dio-visual will be presented in September", he
announced. 
The Head of the State wants also "create from now on the conditions for the
change to very high ca-pacity connections", which are considered to be
"essential for the competitiveness of our companies". Thus "it is necessary
to allow all telecommunications operators who wish it to develop an optical
fibre network in the whole country". 
Jacques Chirac also intends "to take up the world challenge of the American
giants Google and Ya-hoo". "For that, we will launch the European search
engine Quaéro", a search engine that wants to be "truly multi-media, i.e.
integrating texts with sound and images". 
In addition the creation of a "European digital library" will make it
possible "to make on line available the cultural heritage of Europe ".

A day before Paris Mayor Bertrand Delanoë had stated at his New Years
reception:

1.	The mayor of Paris announced this morning that a competition between
operators would be launched in 2006 in order to in the long term equip all
of Paris with very high bandwith, by op-tical fibre. 
2.	In addition, he wishes to support the development, by the operators,
of the services of free ac-cess to Internet (normal flow) and to local
telephony, in particular in favour of the Parisian in-habitants of modest
means.

PARIS (AP) -- Le président Jacques Chirac a affiché jeudi son ambition de
faire de la France "l'une des nations les plus avancées dans les
technologies numériques", et défini pour cela sa "stratégie". 
"Nous devons être pionniers dans le développement de la télévision numérique
et de technologies à très fort potentiel", a-t-il déclaré lors de ses voeux
aux "forces vives" à l'Elysée. Il veut ainsi "développer un accès à haut
débit à Internet en mobilité, et déployer, d'ici la mi-2007, la télévision
sur mobiles et en haute définition". 
Jacques Chirac s'est donné pour "objectif" de faire basculer tous les
Français "de la télévision analogique à la télévision numérique, et cela de
manière progressive et d'ici cinq ans". 
Une "mission pour la couverture numérique du territoire" sera mise en place
pour "qu'aucun de nos concitoyens ne reste à l'écart du bénéfice du
numérique". Et "dès cette année, des essais en vraie grandeur seront
réalisés dans certaines régions". 
Ces évolutions supposent d'adapter le cadre juridique: "une réforme de la
loi de 1986 sur l'audiovisuel sera présentée en septembre", a-t-il annoncé. 
Le chef de l'Etat veut aussi "créer dès maintenant les conditions du passage
au très haut débit", jugé "indispensable pour la compétitivité de nos
entreprises". Pour cela, "il faut permettre à tous les opérateurs de
télécommunications qui le souhaitent de développer sur tout le territoire un
réseau de fibres optiques". 
Jacques Chirac entend aussi " relever le défi mondial des géants américains
Google et Yahoo". "Pour cela, nous allons lancer un moteur de recherche
européen Quaéro", un moteur de recherche qui se voudra "véritablement
multimédia, c'est-à-dire intégrant, outre les textes, le son et l'image". 
La création d'une "bibliothèque numérique européenne" permettra par ailleurs
de "rendre disponible en ligne le patrimoine culturel de l'Europe".

Après le conseil général des Hauts-de-Seine, Paris devrait lancer, en 2006,
un appel d'offres pour la construction d'un réseau de fibre optique.

Bertrand Delanoë en a fait l'annonce lors de la cérémonie des voeux au
conseil de Paris : en 2006, la capitale devrait franchir un pas important
dans le déploiement des réseaux de fibres optiques sur son territoire. Elle
lancera un appel d'offres pour la construction d'un réseau à très haut débit
en fibre optique.« Ce sera une manière de servir Paris, la modernité, et la
dynamique économique », a déclaré le maire de Paris.

Les contours de cet appel d'offres demeurent flous. Et l'information peut
surprendre pour une ville comme Paris, qui n 'est pas spécialement victime
de la fracture numérique. L'initiative intervient quelques semaines à peine
après la décision du conseil général des Hauts-de-Seine de se doter, à
l'instar de Pau Broadband Country, d'un réseau de fibre optique allant de
100 mégabits par seconde à 1 ou 2 gigabits par endroits.

« Le marché est mûr pour l'arrivée de la fibre optique. Les gens le
demandent », affirme Dominique Lancrenon, le président du directoire de
CitéFibre, un opérateur nouvelle génération qui s'appuie justement sur la
fibre optique.
La fibre optique pour répondre aux nouveaux besoins
A Paris, les services proposés par des prestataires comme CitéFibre
(spécialisé dans l'accès en fibre optique jusque dans les logements) ou
Erenis (qui mixe fibre optique jusqu'en bas de l'immeuble et VDSL sur ligne
téléphonique vers les appartements) s'inscrit en concurrence frontale avec
les FAI traditionnels, dont l'offre est aujourd'hui principalement axée sur
l'ADSL.

« Les modèles du type Free arrivent à échéance », estime Dominique
Lancrenon.« Car aujourd'hui seule la fibre optique est véritablement en
phase avec les nouveaux besoins des consommateurs qu'il s'agisse des jeux en
réseaux, de la vidéo à la demande ou de la TVHD qui, même en Mpeg-4, devrait
exiger entre 10 et 12 Mo de débit ». CitéFibre se dit déjà présent dans 25
000 logements de la capitale. Quant à Erenis, la société s'est fixé pour
ambition de construire un réseau alternatif à celui de France Télécom dans
Paris. Aujourd'hui, l'opérateur travaille avec les plus grands bailleurs de
la capitale et a déjà investi 900 immeubles. Dans six mois, selon son
président Frédéric Boutissou, le débit offert pourrait passer de 50 à 100
mégabits avec l'arrivée possible du VDSL 2.
