[I recently had the distinct pleasure of visiting the "22@" project in
Barcelona.  It is an excellent example of how cities can enable facilities
based competition in the last mile amongst different service providers
whether cable, TV, wireless and/or FTTx, especially in an older "brown
field" development. I highly recommend that any city that is looking at an
urban renewal project, or how to accelerate the deployment of broadband look
at this project.  In my book they did everything 100% right.

This is a major urban renewal project in downtown Barcelona. The project
cover 3,087,993 m2 of development and includes new housing, businesses,
schools etc
  
What is quite unique is that the city is deploying conduit and condominium
dark fiber along all the streets. It has also mandated that at least two
buildings  on every block (MDU, office, school, etc) have a carrier neutral
infrastructure facility in the basement.  This is to allow different service
providers to co-locate their equipment and provide fiber, coax, cable or
wireless services to their selected customers in that block.  Two separate
facilities also provides diversity and different building entrances which is
important for businesses.

Service providers can then lease dark fiber from the city condominium fiber
trunk which terminates in each one of these carrier neutral facilities on
every block. The city provided condominium fiber cable also terminates at
various service provider head ends and central offices elsewhere in the city
outside of 22@. So today residents in "22@" can buy services from a choice
of providers including COLT, Al-PHI, Telephonica amongst others. The annual
cost for service provider to get fiber to all the colo facilities in every
block is 5,500 Euros per year!

With the mandated co-location facility in every block it is obviously an
easy next step for "22@" to allow individual residents to acquire their own
fiber from their residence to the colo facility and thereby also enable
customer owned and controlled networks in the last mile, rather than buying
a managed service.
