Those who don't like explicity are advised not to read further. The dynamics as well as dimensions of rape are far to complex for me to comprehend. My limited knowledge permits me to say the following. 

        Our traditions regarding sex stand tall. Sex education is one among the 64 arts every person is enjoined to learn by our culture. Many are our works on sex; the most famous of them being Vatsayana's Kamasutra, the gift of the prostitutes. From such traditions all of a sudden one day India finds herself full of people whose knowledge of sex is next to nothing. Suddenly our culture prohibits inquiry of any sort. 

 

            Girls, being more used to seeing boys as well as other male relatives with minimal clothing, by the time they come of age are more accoustomed to the male body and have a better idea than males have about the female body. This is the root of all curiosity. Some say that the dressing of the woman is provocating greater number of rapes but don't women killers cause the same feeling in women. If that is true then the figurines in the temples (especially Khajrao) should be so provocative that one should grab the next woman around the corner for an intercourse. Wonder why they don't! The same is the case with the judges in Indian courts who responded in a recent survey said that they would consider dresses as provocation

 

            It is true that Adam teasing is on the rise these days and a theory put forth by a friend of mine is that as long as women are stand-alones in pulic places everything is alright but the moment the numbers swell the guys around are in trouble. Rape of males is less talked off in India. It was just a few months ago that three Bangalorean school girls shall I say raped and then killed a younger 8th grade boy. Sexual abuse of boys by girls is there on a large scale but is definitely under reported ; more under reported than the general rape cases. Women ragging boys in colleges is another. Even in the Coimbatore Law College (TamilNadu) there have been instances of women seniors pinching the nipples of juniors. 

 

            The dimensions of rape are many.The hate theory of rape says that one rapes only those whom he/she hates! Uncontrolled lust theory needs no introduction! Marital rape (A husband having an intercouse with a wife against her wish) something which cannot be penalised under the Indian Penal Code. Rape is defined under section 375 of the Indian Penal Code excludes it.A lot of Women's Organisation are fighting to see this included. Wonder who will take up the case of reverse marital rape! Don't forget the male-rapes (men rape men!) that takes place in jails quite commonly. Consensual Sex/Rape an intercourse with a girl below  even with consent amounts to consensual rape. And of course, bestiality, sexual intercourse with animals. In these days when boys and girls start experimenting with sex at a very tender age it is best to educate them at the earliest. 

 

            Religion, an instrument of social reformation has today morphened into a tool of social deterioration. Religion if properly used can reinforce values and impart proper knowledge. But these are days of Premanada and Chandraswami!  

 

Now the prescription.

 

* Legalised prostitution as in Russia could be an immediate solution. If I remember right it is    legalised even in Mumbai. Dejure I mean not defacto. Even while legalising it an end date      should be fixed. This will also help in areas where the prevalence of STD is high.

*Sex education of the right kind by the right people and giving psychological counselling to      victims of child-abuse/molestation are the only things that I believe can hem in the trait that  we share  with the animals. Heard that even animals in general stick to just one partner. 

*All major Newspaers must have a weekly column on sex wherein questions regarding sex should be   answered by panel of experts consisting of psychiatrists and other experts including atleast one  from a family-control background, an experienced prostitute, a famous film personality, a        trained  psychologist and an aids patient. I can recall a column on women's problems a few years  ago by actress Revathi(aka Asha Menon) in the Hindu.  

*Pseudo-religion which prohibits inquiry must be shunned altogether.

*Prohibition if strictly enforced will definitely reduce the number of rapes.

*Death should be made the punishment for aggravated rape(child rape, Gang rape, rape by apublic   servant) atleast without any room for a lesser sentence. The prsent law permits at most a life   imprisonment under section 376. Rape laws must be made gender neutral.
