As a librarian, you probably know (though others on this list might not) 
that you can get at the book via Inter-Library Loan. 
http://www.worldcat.org/oclc/11081782
lists a lot of libraries that have the book. This won't help if you need 
it for your permanent collections, but might be good in the short term.

I see that one of the key pieces from the book, "About Five Thousand 
Seven Hundred and Fifty Words" is available online at 
http://home.earthlink.net/~teluial/Delany-AboutFiveThousandSevenHundredAndFiftyWords.html

And my vestigal fannish memory (long after gafiation) seems to recall 
that the small press that published it was run by Jerry Kaufman and 
Suzle Tompkins, while might still be able to be reached. And might Chip 
himself still have copies?
