Erich is right. The article explains how the Babel-17 language works, then introduces the reader to Wilkins' artificial language and notes some similarities between the two. IMHO it's not a very substantial article: if you've read Babel-17 and are aware of Wilkins' work, you're not going to get anything out of it. (The library I'm in has a copy, so I went and looked it up.)
