IMHO Western Europe is Zone 2 for DVDs (cf http://en.wikipedia.org/wiki/DVD_region_code). Zone 1 was reserved for Northern America, as it was for telephony (http://www.itu.int/itudoc/itu-t/ob-lists/icc/e164_763.html).
