I think Facebook has made it perfectly clear that it is not in the business of enabling discussion. It's in the business of selling ads... Unfortunately, trolls use ads too. I suspect trolls actually use more ads, thus "paying" for the right to be jerks, but I certainly don't have the ad metrics to data mine in order to test that particular hypothesis.
