Trying to identify an older SF novel set in Nebraska

I'm a librarian in Lincoln, NE and we got the following question from one of our customers. The described work doesn't sound familiar to any of us, here, but I thought I'd bounce it off the collected wisdom of SF-LIT.

"In the early 70s, I read a sci-fi novel , it was located in Beatrice,Lincoln and surrounding (Nebraska) areas including scenes on Highway 15. It was asimple novel, space ship lands, disguised as Water tower. Turnspeople into robotic creatures. I think it had a water tower at sunset oncover. Like I said not the next great American novel by anymeans. I wanted to read it again after moving to thisarea (Nebrask). I started searching when we lived Superior in late 70s andoff and on since then. I guess if this sparks anyonescuriosity, someone could know how to find this."
