seeking YA/Juvenile novel from early 80s involving post-apocalyptic librarian

I'm hoping someone can help me identify this book. (Please excuse the cross-posting if you're also a member of Fiction_L.)



A patron is trying to remember a YA or Juvenile novel that she came across in the early 1980s. She thinks that book was published in that time frame.



Here's my patron's description:

I was a children's librarian in the early 80s and remember reading a ya or j novel about a post apocalyptic time in which a librarian has barricaded himself ( a fellow, I believe) in a library somewhere in the pacific northwest in order to preserve and protect the collection.  folks come to him  with offerings and ask him questions kind of like an oracle of old..some young people travel there for help..that's about it.  no character names or any useful details of course.  I was in kansas at the time and I wonder if maybe it was on one of the william allen white book award lists but maybe not.
