Vernor Vinge's Zones of Thought series (A Fire Upon the Deep, A
Deepness in the Sky, etc.) posits a galaxy where intelligence and
technology level relates to distance from the center - so that an
artificial intelligence would function at the rim, but be degraded in
our zone and not work at all at the center.
