The first thing that comes to mind is The Forever War by Joe Haldeman, but that's not a short story (and I'm not certain about the flooding).

Trying to identify a short story with the rough plot outline below  - short story in anthology in mid 70's. Definitely hard science. Thought it was a Niven but if it is have failed to track it.


Starship crewman is on a terrestrial style planet (but not Earth). Time dilation means that he is isolated by time and space every time he crews.  
He has been doing this job for some time and this disconnection makes him decide to settle on this planet. He meets a woman and settles down in a nearby city, however the city is prone to flooding and with the flooding comes vicious native animals. The woman is killed. This makes him rethink things and he signs up to the next available starship.


Have trawled Contento to get some inspiration without success so trying something else......
