Participation has become a key concept in Communication and Media 
Studies, driven by the enthusiasm and hopes for democratic renewal, 
brought about in particular by the potentialities of digital 
technologies. These high expectations have not always been grounded in 
in-depth reflections about this desire for, and desirability of, 
participation.

This themed issue of Comunicação e Sociedade wants to discuss why we 
want and need participation in our contemporary societies. It aims to 
raise questions about which participatory intensities are considered 
necessary and sufficient, and why? Why do we, as societies and/or as 
academics, desire for increased levels of participation? What are its 
societal benefits? Why is participation so important to us?

These questions are becoming more and more relevant, now that the 
frustration, disillusion and disenchantment with participation is also 
becoming more visible, and the concept of participation can 
simultaneously benefit less from being novel or fashionable. Different 
groups in society have started to problematize participation, for a 
variety of reasons. For instance, some media professionals feel 
pressured to interact with the public, without having the proper tools 
and resources to do so. Others are confronted with so-called 
participatory formats which turn out to be little more than “marketing”, 
programmed just to fill gaps in broadcasting schedules or to increase 
audience ratings.

Frustration also occurs when the outcome of participation becomes 
meaningless because it is incorporated by powerful elites (active, for 
instance, in the fields of economics, politics or communication) in 
order to legitimate their decisions. Media companies struggle with their 
online commenting sections, as they witness their web pages being 
flooded with hate and prejudice, disturbing and flaming speech, with 
users that speak more than they listen, frustrating the desire for 
rational consensus. Moreover, governments are confronted with troll 
farms and other organised forms of resistance to their representative 
democratic processes, which results in ‘the people’ to be positioned as 
a threat to democracy, and not as part of it.

These problems should not be ignored. At the same time we should be 
careful not to throw out the baby with the bathwater, and acknowledge 
the social relevance of participation, and the need to have more 
(substantive and maximalist) participation, and not less. There is also 
a need for a much more developed legitimation why participation matters, 
and what kind of participation matters, so that the notion of 
participation is not buried under an avalanche of well-intended 
critiques. That’s why we now need academic work that protects, defends 
and rescues participation.

Proposals for articles should address one or more of the following topics:
> The social relevance of participation - why does participation matter?
> What kind of participation do we need? What kinds of participation 
are beneficial for society and why? Where, in what fields does 
participation matter?
> What are the conditions for socially beneficial forms of participation?
> What ethics of participation do we need? What are the relations of a 
more participatory culture with civility, respect for difference, 
tolerance, agonism, listening?
> What counter-strategies should be developed to deal with the abuses 
of participation? How do we address the problems with participation?

A ideia de “participação” tem vindo a tornar-se num conceito persistente 
nos estudos de Comunicação e dos Média. Motivadas por um certo 
entusiasmo e uma relativa esperança de renovação democrática, apoiada 
sobretudo por possibilidades tecnológicas e comunicativas ambiciosas, 
estas expectativas elevadas nem sempre são correspondidas por discussões 
profundas sobre a necessidade e a pertinência da participação.

Este número temático da Comunicação e Sociedade procura discutir por que 
é que queremos e precisamos de participação nas sociedades 
contemporâneas. Pretende levantar questões sobre que intensidades 
participativas são consideradas necessárias e suficientes, e porquê? Por 
que motivos a sociedade civil e a academia sublinham frequentemente a 
necessidade de maiores níveis de participação? Quais são os benefícios 
sociais? Por que é que a participação é tão importante para nós?

Estas interrogações têm vindo a ganhar uma importância cada vez mais 
destacada, ao mesmo tempo que se verifica alguma frustração, desilusão e 
desencanto com o próprio conceito de participação, que vem perdendo a 
sua característica de novidade e a ficar fora de moda. Diferentes grupos 
na sociedade problematizam o conceito de participação e pelas mais 
diversas razões. Por exemplo, alguns profissionais dos média sentem-se 
demasiado pressionados a interagir com o público, sem terem as 
ferramentas e os recursos necessários para o fazer. Outros profissionais 
são confrontados com formatos alegadamente participativos que acabam por 
se revelar instrumentos de “marketing” usados apenas para preencher 
espaços de programação e aumentar os níveis de audiência.

A frustração também surge quando a participação se torna insignificante, 
capturada por elites poderosas (ativas, por exemplo, no domínio da 
economia, política ou da comunicação) para legitimar as suas decisões. 
Algumas empresas de comunicação demonstram clara dificuldade em lidar 
com os comentários online, vendo as suas páginas inundadas de ódio e 
preconceito, com discursos perturbadores e inflamados de pessoas que 
falam mais do que ouvem, impedindo um debate racional. Para além disso, 
os governos são confrontados com autênticos exércitos de trolls e de 
formas organizadas de resistência aos seus processos de representação 
democrática, conduzindo a que “o povo” seja visto como uma ameaça à 
democracia e não como parte dela.

Estes problemas não podem ser ignorados. A relevância social da 
participação e a necessidade de ter mais participação (substantiva e 
maximalista), e não menos, deve ser considerada. Existe também a 
necessidade de uma legitimação mais fundamentada sobre por que é a 
participação importa, e que tipo de participação é relevante, para que o 
conceito não fique soterrado numa avalanche de críticas bem 
intencionadas. Por isto, torna-se crucial neste momento trabalho 
académico que proteja, defenda e resgate a participação.

As propostas de artigos devem incidir sobre um ou mais dos seguintes 
tópicos:
> a relevância social da participação - por que razões a participação 
importa?
> que tipo de participação precisamos? Que formas de participação são 
benéficas para a sociedade e porquê? Onde e em que campos a participação 
importa?
> quais as condições para a existência de formas de participação com 
impacto social efetivo?
> de que ética precisamos para a participação? Quais são as relações 
entre uma cultura mais participativa com a cidadania, o respeito pela 
diferença, tolerância, o antagonismo, a capacidade de escutar?
> que estratégias podem ser desenvolvidas para lidar com os abusos da 
participação? Como encaramos os problemas que a participação nos coloca?
