Query: a trip to the moon and new soundtracks

I'm curious what folks think about writing new scores for silent films,
especially when they use instrumentation that did not exist when the film
was first scored? *Man with a Movie Camera *comes to mind; I find some of
the newer soundtracks quite effective and others distracting. How are
decisions made in choosing who or what type of soundtrack is to be recorded
in these restorations?
