Part of 'Dracula 2000' (2000) takes place in New Orleans. New Orleans was also the location of the manhunt films 'Avenging Force' (1986) and 'Hard Target' (1993), but these are more actionthrillers than horror films or pure thrillers. Do you also take into consideration thrillers that deal with the threat of racism, the KKK etc. in the South? Then there are Costa-Gravas' political thriller 'Betrayed' (1988), Alan Parker's 'Mississippi Burning' (1988) and the B-actionthriller 'Best of the Best 3 - No Turning Back' (1995). 'From a Whisper to a Scream' (1987) [anthology: final episode] 'Red Water' (2003) 'Frankenfish' (2004) 'Dead Birds' (2004) 'Hide and Creep' (2004) Some episodes of 'Tales from the Crypt' might also be worth considering.
