Actually the First can take the form of anyone who has died, but who 
he turns into is limited on the show to whichever actors were 
available. That's probably why he never took on Angels appearance 
either because David Boreanaz couldn't do an appearance (I know, I 
know, he was in the last two episodes ,but at that point I don't 
think it really mattered.
