The quality of the DVD-Rs will probably depend on the quality of the 
tape.  If it's a good tape, the copy will likely be ok.  Not 
everybody has quality tapes though.  Only the first 7 episodes were 
released as high quality tapes in the US.  If he taped them himself, 
then it depends on how good of a job he did.  
     Keep looking on eBay.  Look at the guys feedback.  Does he sell 
them individually?  You could try buying 1 disk and see.  It's been a 
couple of years, but I found a number of interesting Peaks items on 
eBay.  You can probably find the Spanish dvds there too.
     Of course, if you are nice enough, somebody in the group could 
maybe burn/tape copies for you.
