I finally worked up some stamina to do some Gmane work the weekend, and news.gmane.org is now up on a new server (the old one was running out of disk space -- 98% full news spool). And after doing that, I also had a look at the problem with outgoing mail, and that should now be fixed. Well, if you're seeing this message, it worked...
