New admin web interface

I've implemented a new web interface where you can search for lists,
request new lists be added, and request lists be edited/resubscribed:

  https://admin.gmane.io/

Give it a whirl and report back on any problems.

There's also a fully web-based interface for handling these requests,
and I will be calling for Gmane admin volunteers in a couple of days.
But for the first few days I'll be handling the requests myself to weed
out the worst of the bugs that I'm sure exists.

The idea is that having a peek at the real-time exim log is helpful in
determining just what goes wrong with subscription requests.
