all article headers keep re-downloading?

I use Pan 2 newsreader and often check a few NNTP (& Usenet) servers 
several/many times daily.  Gmane usually resends all past headers, 
sometimes marking tens of thousands of messages in a group new (after I 
already marked them all as 'read')... in the same newsreader, no other 
NNTP server does that... and I don't think Gmane *used* to or did I just 
make a configuration mistake?
