New groups get created when Gmane receives the first email from the
list, after subscribing.

The list seems to have been inactive since November 2020:

 · https://lists.openstreetmap.org/pipermail/photon/

and if Gmane subscribed on January 14, 2021, Gmane won't have received
any emails from it yet, thus no group, yet.
