Yes, but then you also get "mail group semantics" when doing a
followup. Having tested it I would prefer to set 'to-address' only.

The documentation is a little obtuse, I think:

 "to-list

     Address used when doing a in that group.

       (to-list . "[email protected]")

     It is totally ignored when doing a followup—except that if it is
     present in a news group, you’ll get mail group semantics when
     doing f."

It's totally ignored except it makes Gnus do something totally
different... :-)
