There are normal templates (and possibly system templates) missing for
some languages as well, and there is an unfortunate connection between
language name, locale and dictionary name.

The whole language/naming/template issue that I tried to clarify and to
simplify with a suggestion in May and that apparently didn't seem worth
any comment or discussion on this list is still a mess.
