Request for Comment - L10n enhancement

Goals:

a) Rationalize naming scheme for language files to a single consistent
standard.

b) Harmonization will allow direct commit from Pootle to SVN.


Preferred naming scheme for PO files.

1) Default to LL.po or LLL.po

2) Only use LL_CC.po for commonly maintained variants (e.g. en_US,
en_GB, pt_BR).

3) Use underscore to separate LL and CC, not dash.

4) Eliminate excess CC variants not being actively maintained.

5) Make corresponding edits in any hard-coded occurrence of the
language name reference in xap_String_Id.h or elsewhere.
