Release plans

Hi all,

This is long overdue.

I intend to do the following release:

* AbiWord 3.0.3. This is what is currently on the ABI-3-0-0-STABLE.
If you want to know how it looks, it is also what is available for Linux 
users on Flathub:

https://flathub.org/apps/details/com.abisource.AbiWord

The TODO list include updating the release script to git and preparing 
release notes.

I hope this to be the last 3.0.x release.

* AbiWord 3.1.90. This is what is currently on master. Once this release 
is tagged, it will appear as a *beta* version on Flathub for Linux users.

This is to be considered a beta version for 3.2 which will be the next 
stable release.

As it stands now, only Linux with Gtk 3.0 will be supported.

The TODO list include comprehensive release notes.

As for the when, I expect before April 1st 2019.
