missing files

Hi,
I try to build abiword from source on arch linux. This worked until
version 3.0.2. However, in release 3.0.3 there was a cleanup of build
files from the tarball. Now, the `./configure && make && make install`
steps will not work anymore, failing in configure with:
configure: error: cannot find install-sh, install.sh, or shtool in "." "./.." "./../.."
How can I recreate those files? So far, I tried `automake -a` and
`autoreconf -si`. They fail with:
configure.ac:70: error: possibly undefined macro: AC_MSG_ERROR
If this token and others are legitimate, please use
m4_pattern_allow.

autoreconf: /usr/bin/autoconf failed with exit status: 1
respectively.
This is with autoconf 2.69-6 and automake 1.16.1-2.
What am I missing?
