there's no <start> tag in the first rng file. AFAIK it needs one. Try 
adding it.

To see, if BXE did actually the right thing, there's a "Show RNG 
Document" in the Debug menu. It should show you the full merged rng 
document. If it doesn't, something went wrong in the first place.

yep, that's an error, 'cause it couldn't load the rng file (or better 
said, it couldn't parse it)
