I've been unable to see how to do this through the BXE interface. If
the cursor is one the list item where I would like to insert a
nested list, when I right click:

* The element type that the <li> contains which allows me to append
  several other element types but not a <ul>.  This is where I would
  have expected to insert a nested list.

* The <li> itself which only allows me to apprend another <li> at
  the same level.

* Selecting the list buttons on the menu bar just converts the
  entire list to a paragraph.
