Linebreaks in non-XHTML-schemata

hi,
how is it possible to implement a soft linebreak via shift-enter in a
non xhtml-schema?
in bug562 its described with "if XHTMLNS BR is defined in the relaxng,
shift br will now work". but where and how has it to be defined? we
tried some kinds of the following:
<define name="br">
<element name="br" ns="http://www.w3.org/1999/xhtml" >
<empty/>
</element>
</define>
but this did not work. at its best tries there were an very little area
(1ptx1pt) which did not make a break and was not clickable via right- or
leftclick. (it even was there where it was set but at the beginning of
the next line)
how is it possible to include xhtml-namespace-elements in my own schema?
