There's a DTD selection dialog, which can be reached from
File->Properties->Advanced tab, and selecting add a DTD for a document with no DTD.

This currently brings up a file selector dialog, for selecting local files.  The
user should also be able to select "well-known" DTDs: the ones known about by
the CongDispspecRegistry (specifically, those listed in the CongDispspecs owned
by the CongDispspecRegistry).  This could be done by adding an extra widget to
the file chooser dialog, or (perhaps better), nesting the filechooser widget
inside another dialog which offers the choice of well-known DTD, or a file.
