[Bug 301957] app exits on Close option

Am I right in thinking the expected behaviour is that if the user selects
"Close" on the final Conglomerate window, the document should be closed, and the
window should return to an "no open document" state?  (and if there were other
Conglomerate windows still open, selecting Close on a window should close that
window?)

I believe that Conglomerate is in compliance with the letter of the GNOME HIG here:
http://developer.gnome.org/projects/gup/hig/2.0/menus-standard.html#the-file-menu

(Conglomerate is a Single Document Interface app)

It may be that we ought to reconsider the HIG for this.
