[Bug 301957] app exits on Close option

I think so. It is most annoying to a user who as one doc open and just want to
close the document and then load another, to have to restart the app.

When there are multiple windows open the close option needs to close the
secondary window. In which case I do not think that the Quit option needs to
exist on any secondary window. The quit option should only be on the first
window opened and  the close option of the first window should not terminate the
application, only close the current document.

Is there a good reason why the design was not for an MDI? It is common to have
multiple documents open during a session. The fact that I can load multiple
documents with cong makes me think that it is MDI.
