[Bug 321964] conglomerate-0.9.1 does not install devhelp file

All the suggested patch does is set doc/reference/Makefile.am to install all
files in doc/reference/html, not just *.html files. 

There's no change to dependencies, just installing a file (conglomerate.devhelp)
that gets built anyway.
