Please describe the problem:
I am seeing this in the fedora 0.9.1-2 distribution. Numerous bugs in the
conglomerate database show the same error.

The problem is that the second DESCRIPTION tag under DISPSPEC/METADATA has two
xml:lang attributes (one for "en", the other for "en_CA"). Since the one for
"en" is already handled just above, that one should presumably be removed.

Quite remarkable that this appears in every single conglomerate output, and
nobody has filed a bug about it! :-)

While I'm noting bugs, the diagnostic is less useful than it could be. In
particular, it should be printing a full path to the offending readme.xds file.
Especially so since this isn't a user file, and many users will have no idea
where to find it.

Steps to reproduce:
1. Start conglomerate from command line
2. Actually *read* the diagnostics (!)


Actual results:
Cut and paste:

Expected results:
No error should occur, because input should be well-formed.
