Do you mean that:

  src/cong-eel-graphic-effects.c
  src/cong-eel-graphic-effects.h
  src/cong-eel.c
  src/cong-eel.h

are supposed to be not in the tree (or at least never used)?

At the moment they are listed in src/Makefile.am. By the way, 
plugin-fo.c also (I don't know if this is OK or not). And also in the 
0.7.15 tarball.
