IIRC I proposed adding a dependency to the "eel" library a long time
ago, but the maintainers said not to (since they didn't want to make any
guarantees about API stability), and that we should simply copy & paste
the needed routines.

There's now only a distant relationship between the stuff in eel and the
stuff in the cong-eel files.

They do get used, they _are_ meant to be there.

The file plugin-fo.c is meant to be there; it's a plugin for working
with xsl-fo files, and provides a few useful hooks IIRC.

The fo-* files were an attempt at a library for doing this kind of thing
and it was right to remove them; they were useless.
