Yes, that was what I meant, see:

I meant at doc built time.

Or do you mean, there should not be TODO: Write me?
If this is the case, and you want my removing all TODO: Write me, then 
the doc at build time will generate 10 pages of warnings.

But that was only a proposal, if it is not wanted, it's also good for 
me (less work :-).
