Sorry for the late response.

If I Recall Correct, it worked that way.

Let's seperate these two problems.

The reference to xds/index.html is because doc/C/faq.xml is also used
on the website as http://www.conglomerate.org/faq.html
so we can expand the URL into http://www.conglomerate.org/xds/index.html

Including of notice_gpl.xml works,
so I assume including of faq.xml should also work.
