I spoke to Shaunm the Yelp maintainer. The GDP have no plans to add support 
for qanda to yelp. They add support only for what the GDP needs. Since qanda 
is not a need at GDP and nearly no projects supply a faq, they have little 
motivation to add this support to yelp. I can understand there reasoning.

What I think is that we should not package FAQ with conglomerate. Only put the 
FAQ on the Web Site.

If we must package the FAQ then lets add a transformation to the cong build 
and ship a html file instead.

The user manual remains as XML.
