There is no need to include CSS in our xml docs when the target viewer will be 
yelp. The only time we should apply a CSS is when targeting X/HTML and then 
the CSS is defined during the transformation process from XML to HTML.

Now that this works for you. I would like to removed that processing 
instruction all together.
