This won't handle all of the different URI locations that might get
passed to the program.  In the long-term, the problem is that we need a
genuinely "Universal" URI that works across Gnome, KDE, libxml2,
Mozilla, etc etc.

My current plan is to use libgsf to wrap a GnomeVFS URI into a form that
libxml2 can work with.  This is used by Gnumeric and should be well
supported.  It doesn't yet solve the "entities in relative locations"
problem, but I've been promised that it will get added by the Gnumeric
maintainer.
