As you know many plugins live as a subtree of the SVN repo. Please only commit to the NetrexxPlugin subtree. I don't remember if any mechanisms are in place to effectively restrict commit write. If another admin remembers, please chime in! If you are prepared to take over maintaining the netrexx plugin long(-ish) term and you prefer to switch to git, it's possible to setup a git repo on sourceforge or gitlab.com.
